This is a unisex term for idols who are acting cutesy. Covering your mouth when laughing, making the Korean finger heart sign, pouting, using a higher/more childlike voice, and stretching the final vowel of words are just some of the ways idols may act over the top to appear cute. It’s more common among female idols, but the term applies to both sexes.
